Our Mission

Japan Neighborhoods makes official Japanese government data accessible to English speakers. We believe that people considering moving to, investing in, or simply learning about Japan deserve access to the same high-quality public data that Japanese residents have — without the language barrier.

Our focus is on objective, verifiable data rather than opinions. Every number on this site can be traced back to a specific government data source.

  • Crime & Safety Data — 7 years of crime statistics (2018–2024) for 5,000+ Tokyo neighborhoods, broken down by crime type
  • Safety Grades — A standardized grading system (A+ through F) based on per-capita crime rates

Crime data is published under the Creative Commons BY 4.0 license by the Tokyo Metropolitan Government Open Data Catalog. We attribute all data to its original source.

Methodology

Crime Rate Calculation

Crime rates are calculated as reported incidents per 1,000 residents using 2020 National Census population data. This per-capita normalization allows fair comparison between neighborhoods of different sizes.

Important Caveats

  • Business districts (e.g., Kabukicho, Roppongi) may show elevated per-capita crime rates because their daytime/nighttime population far exceeds the residential population used for calculation.
  • Low-population areas (fewer than 100 residents) are excluded from rankings to avoid statistical distortion.
  • Crime statistics reflect reported/recognized offenses only and may not capture all incidents.
  • Population data is from the 2020 Census and may not reflect recent demographic changes.

Data Freshness

  • Crime statistics: Updated annually when the Tokyo Metropolitan Police Department releases finalized data (typically Q1 of the following year)
  • Property prices: Updated quarterly via the MLIT REINFOLIB API
  • Population data: Updated with each National Census (next: 2025)
