How to read this: Price Rank #1 = cheapest ward. Safety Rank #1 = lowest crime rate. The Value Score adds both ranks together — a ward that is both cheap and safe scores low. A ward ranked #3 for price and #2 for safety scores 5, beating a ward ranked #1 for price but #20 for safety (score: 21).

How to Read Japanese Property Listings
Japanese real estate listings use specific terminology that can confuse foreign buyers. Here's a quick reference.
Floor Plans (間取り / madori)
Japanese floor plans use a number + letter system. The number is the count of rooms (bedrooms), and the letters describe shared spaces.
| Type | Meaning | Typical Use |
|---|---|---|
| 1R | 1 Room (no separate kitchen) | Studio, single occupant |
| 1K | 1 Room + Kitchen (separate) | Studio with kitchen |
| 1DK | 1 Room + Dining Kitchen | Single or couple |
| 1LDK | 1 Room + Living Dining Kitchen | Couple or small family |
| 2LDK | 2 Rooms + Living Dining Kitchen | Family (most common) |
| 3LDK | 3 Rooms + Living Dining Kitchen | Larger family |
Area Units (坪 / tsubo vs ㎡)
Japan uses both ㎡ (square meters) and 坪 (tsubo, a traditional unit). Land prices are often quoted per tsubo.
- 1 坪 (tsubo) = 3.306 ㎡ = ~35.6 sq ft
- 1 畳 (jo, tatami mat) = ~1.62 ㎡ = ~17.4 sq ft
- Quick conversion: multiply 坪 by 3.3 to get ㎡
Common Fees & Costs
| Term | Japanese | Meaning |
|---|---|---|
| Shikikin | 敷金 | Security deposit (1-2 months, partially refundable) |
| Reikin | 礼金 | Key money / "gift" to landlord (non-refundable, 0-2 months) |
| Kanrihi | 管理費 | Monthly management/maintenance fee (condos) |
| Chukai tesuryo | 仲介手数料 | Agent commission (up to 3% + ¥60,000 for purchase) |
| Shuuzen tsumitatekin | 修繕積立金 | Repair reserve fund (monthly, for major building repairs) |

Methodology & Sources
All property price data comes from the MLIT REINFOLIB API (不動産情報ライブラリ), the official real estate transaction price database operated by Japan's Ministry of Land, Infrastructure, Transport and Tourism. Prices reflect actual transaction (sale) prices, not listing or appraised values.
Condo prices use transactions classified as 中古マンション等 (used condominiums). House+land prices use 宅地(土地と建物) (residential land with building). Medians are calculated from all transactions recorded in each ward for the given year.
Crime data comes from the Tokyo Metropolitan Police Department (警視庁) annual crime statistics, 2024 confirmed figures. Crime rates are per 1,000 residents using 2020 National Census population data.
Value Index = Price Rank + Safety Rank (each 1–23, where #1 = cheapest/safest). Lower combined score = better value. This simple additive method weights price and safety equally.
Caveats: Transaction prices are for property purchases, not monthly rent. Prices vary significantly by building age, size, floor, and distance from station. The median gives a representative midpoint but does not capture price ranges within each ward.
