How to Read This Map

Each dot represents one neighborhood (町丁目). Colors indicate the safety grade based on reported crimes per 1,000 residents:

  • A+ (Very Safe): 2 or fewer incidents per 1,000 residents
  • A (Safe): 2–5 per 1,000
  • B (Average): 5–10 per 1,000
  • C (Below Average): 10–20 per 1,000
  • D (High Crime): 20–50 per 1,000
  • F (Very High): Over 50 per 1,000 — typically business districts with few residents
